China Completes 800 Billion Yuan Policy Financing Rollout: What It Signals for Foreign Founders

China's three policy banks fully deployed the 2026 new policy financial instruments by October 28. Here is what the 800 billion yuan program covered and why it matters for foreign founders planning or running a company in China.

China Completes 800 Billion Yuan Policy Financing Rollout

China has finished deploying the 800 billion yuan in new policy financial instruments earmarked for 2026, with the full amount placed by October 28, according to Xinhua. The funds backed a batch of projects in key sectors and were intended to support the expansion of effective investment.

For foreign founders registering or operating a company in China, the program is worth understanding for two reasons: it shows which sectors the government is steering capital toward, and it illustrates how policy banks are being used to fill project capital gaps that commercial lenders often will not cover.

How the 800 Billion Yuan Was Split

The money was deployed through China's three policy banks, each with a distinct allocation, according to figures the banks provided to Xinhua:

Where the Money Went

The instrument was first set up in 2025, when 500 billion yuan was deployed. Early priorities included the digital economy, artificial intelligence, consumer infrastructure, and urban renewal work such as transport, energy, and underground pipeline construction and renovation. The 2026 Government Work Report set this year's issuance at 800 billion yuan, with the aim of drawing in more social capital.

AI and the digital economy were major destinations in 2026:

Support for Private Investment

The program also directed funds toward projects involving private investment and private capital:

Larger provincial economies also received substantial support. Across 11 provinces with comparatively large economies, CDB placed 277.86 billion yuan, or 76.1 percent of its allocation; Exim Bank supported more than 330 projects there, accounting for over 70 percent of its disbursements; and ADBC placed funds into more than 2,100 projects with nearly 220 billion yuan, around 70 percent of its total.

Why the Capital Top-Up Matters

A recurring obstacle in project construction is a shortage of funding, particularly equity capital. All 800 billion yuan in this year's instrument was used to supplement project capital, which helps address the bottleneck of insufficient equity in major projects, improves their financing capacity, and can leverage bank loans and social capital.

The three policy banks will now handle post-investment management, provide supporting project loans, and push for faster conversion into physical work, so the instrument's intended effect is fully realized, according to the report.

What This Means for Foreign Founders

This is a policy financing program, not a direct grant scheme for foreign-invested enterprises. The source does not state that foreign companies are eligible for the instrument. Still, the sector priorities it reveals are useful context for founders deciding where to build.

None of this replaces due diligence on your own entity, sector permissions, or local incentives. Eligibility for any government-backed financing depends on the specific project and the rules that apply to it.
